§ 52101. House Numbers: Department of Public Works. In order to provide an orderly system for the numbering of buildings and properties within the territory (except such buildings and properties as are located within military reservations of the United States), the Director of Public Works is hereby directed to prepare an overall plan for such a numbering system

§ 52102. Uniform Plan for Numbers. The Director, in the preparation of said plan, shall: (a) take into consideration the house number requirements of the United States Postal Service for door-to-door delivery of mail
(b) formulate such a uniform system of street address numbers, (1) that each residence and business address on Guam will be assigned an identifying number distinct from other such numbers on the same street; and (2) that each residence and business building erected after the formulation of said plan can also be assigned such a distinct number

§ 52103. Cooperation with Territorial Planning Commission. The Director shall submit to the Territorial Planning Commission the tentative plan and recommendations for such street address numbering system and shall take into consideration in formulating the final plan the formal recommendations of the Commission regarding said COL120106 1 5 GCA GOVERNMENT OPERATIONS CH. 52 STREET ADDRESS NUMBERS tentative plan. The final plan shall then be transmitted to the Commission

§ 52104. Submission of Plan to Legislature. The Territorial Planning Commission shall transmit the final plan to the Governor of Guam who shall, not later than January 1959, submit to the Legislature said final plan for the numbering of street addresses within the territory

COMMENT: The final, operating, plan was not completed until the late 1970s
§ 52105. Adoption of Plan by Legislature. Upon receipt of the final plan submitted by the Governor for a numbering system, the Legislature may, by statute, adopt said plan. Before adopting the proposed plan, the Legislature shall hold at least one public hearing

§ 52106. Carrying out of Approved Plan. Upon the effective date of the statute approving the final plan, it shall be the duty of the Director of Public Works to put into effect the plan so approved and he shall thereupon: (a) notify the occupants of those buildings properties for which numbers have been provided by said plan of their respective numbers; and (b) in issuing building permits under the provisions of the Building Law of Guam, assign to such new buildings numbers which have been provided by said plan

COMMENT: [June 1986] P.L. 14-81:12 (November 1977) appropriated funds for the implementation of an island-wide mapping for home postal delivery. This has been completed, but not all street names and numbers have been installed, so that the island still does not have total home postal delivery
§ 52107. Rules & Regulations. In furtherance of the intent of this Chapter, the Director of Public Works shall formulate and promulgate and may amend or repeal rules and regulations to prescribe the size, appearance and location of the COL120106 2 5 GCA GOVERNMENT OPERATIONS CH. 52 STREET ADDRESS NUMBERS individual street address numbers and the manner by which each owner of buildings and properties assigned a street address number under the provisions of this Chapter shall affix to said buildings and properties such assigned number. It is the intent of this section that the street address numbers provided herein shall be affixed in a systematic manner so that said numbers may be easily and conveniently recognized

§ 52108. Penalties. It shall be the duty of each owner of buildings affected by this Chapter (except those excluded from the provisions of this Section by § 52109 of this Chapter) to affix to said buildings, in the manner prescribed by rules and regulations of the Department, the street address number assigned by virtue of this Chapter. Violation of this section shall constitute a violation, punishable by a fine not to exceed Twenty-five Dollars

§ 52109. Exceptions. Such assigned numbers need not be affixed to premises used exclusively for religious purposes for which numbers have been assigned under the provisions of this Chapter
