§ 51101. Program. A Quality/Reliability Assurance Program designed to improve the quality, reliability and durability of equipment and construction, which is fabricated, repaired, installed, maintained, supervised, administered or permitted, will be implemented by the Department of Public Works for government of Guam projects and construction authorized through building permits

§ 51102. Objectives. The Program shall be geared to: (a) Inform employees of the importance of their work contribution to the overall success of the government of Guam and the Department of Public Works in accomplishing their mission; (b) Identify and eliminate causes of error; (c) Motivate each employee to do the job right the first time; (d) Develop the realization that personal job security is related to the accomplishment of quality workmanship; (e) Provide individual and/or group recognition for superior workmanship; (f) Develop a spirit of teamwork, as well as competition, among individuals or groups to promote high quality work; and (g) Compliment and support related efforts of safety, beneficial suggestion, resource conservation, and zero defects philosophy
