(b) Whenever a Sewer Commissioner is appointed by them, as in this charter provided, the Trustees may delegate to the Commissioner the performance of such of the foregoing duties as they may see fit.

(c) If in the judgment of the Board of Trustees the public good and necessity and convenience of individuals shall require the construction of a sewer system in the Village or a sewer main through the principal streets thereof, the Trustees are hereby authorized and empowered to lay out and construct such sewer system or sewer main and may from time to time extend the same as the public good and the necessity and convenience of individuals shall require, and when constructed, the same shall be under the care and control of the Board of Trustees or the Sewer Commissioner as herein provided.
