(1) Multiple executive branch agencies may jointly submit to the chief information officer a technology proposal, on a form or in a format specified by the department.
(2) The chief information officer shall transmit to the review board each technology proposal the chief information officer determines meets the form or format requirements of the department.
(3) The review board shall: (a) conduct a technical review of a technology proposal transmitted by the chief information officer; (b) determine whether the technology proposal merits further review and consideration by the chief information officer, based on the technology proposal's likelihood to: (i) be capable of being implemented effectively; and (ii) result in greater efficiency in a government process or a cost saving in the delivery of a government service, or both; and (c) transmit a technology proposal to the chief information officer and to the governor's budget office, if the review board determines that the technology proposal merits further review and consideration by the chief information officer.
