(1) enter into a cooperative agreement with a political subdivision, a state agency, a federal agency, a tribe, a county weed board, a cooperative weed management area, a nonprofit organization, a university, or a private landowner to: (a) rehabilitate or treat an area infested with, or threatened by, an invasive species; or (b) conduct research related to invasive species;

(2) expend money from the Invasive Species Mitigation Account created in Section 4-17-114; and
