(a) At the annual meeting, the regional council shall appoint an executive board, which shall be empowered to perform as the administrative body of the regional council and shall be empowered by the regional council to act in its stead.
(b) The membership, officers, and term of office of the executive board shall be as set forth by the organizational bylaws.
(c) In determining membership on the executive board, the regional council shall ensure representation from at least one (1) local government within each of the counties represented by the council.
