§ 40-9-11.2. Validity of limitations on placement or operation. Any limitation on the placement or operation of a vending facility based on a finding that the placement or operation would adversely affect the interests of the state shall be fully justified, in writing, to the director of administration, who shall determine whether the limitation is justified. A determination made by the director of administration pursuant to this provision shall be binding on any department, agency, or instrumentality of the state so affected by the determination.
