(2) The director may seek federal grant funds from the United States Department of Veterans Affairs for the purpose of establishing the Roseburg Oregon Veterans’ Home.
(3) If the director determines that The Dalles Oregon Veterans’ Home, the Edward C. Allworth Veterans’ Home and the Roseburg Oregon Veterans’ Home facilities will not be sufficient to provide for the needs of the veterans of Oregon, the director may begin planning for and developing the Fourth Oregon Veterans’ Home.
