At the close of each fiscal year, the Board shall make a full report of its proceedings during the year to the Governor and shall pay into the General Revenue Fund of the state ten percent (10%) of all license, registration, certificate of authority and certificate of title issuance and renewal fees collected and received during the fiscal year.
