There shall be created a statewide public service announcement campaign, under the Oklahoma Marriage Initiative, promoting marriage as a tool against poverty and targeting all members of the public. No person appointed or elected to any public office in this state shall appear in the public service announcement campaign described in this section. No person, persons, or business entities employed in political consulting or receiving payment through funds related to any campaign for public office in this state shall be contracted to produce, develop, or otherwise provide any services related to any provision of this act.
