A. The Department of Transportation is hereby authorized and directed to prepare and publish descriptions and maps of the forty-eight (48) Senate districts translating the descriptions by official counties, voting districts (VTD's) and blocks into commonly understood descriptions by metes and bounds with reference to well-recognized landmarks and boundaries. Copies of the descriptions and maps shall be provided by the Department of Transportation to the State Election Board.

B. If the State Senate Redistricting Act of 2011 and the State House of Representatives Redistricting Act of 2011 would require any county election board to create precincts pursuant to Section 3-116 of Title 26 of the Oklahoma Statutes, where no persons reside, it shall be the duty of the Speaker of the House of Representatives and the President Pro Tempore of the Senate to adjust House or Senate district lines to prevent the creation of precincts where no persons reside. Any adjustment shall not affect the total population of any House or Senate district.
