§ 3066. Powers and duties of the department. 1. The department shall continue facilitation, development, and periodic revision of appropriateness review standards for emergency medical and trauma care, including appropriateness review standards for emergency departments and services and trauma centers and stations under article twenty-eight of this chapter, by the state emergency medical advisory committee or the state trauma advisory committee, as appropriate, for adoption by the state hospital review and planning council, subject to approval by the commissioner.

2. The department shall continue the categorization of general hospitals and other health care facilities for emergency medical care and trauma care under article twenty-eight of this chapter, and the designation of emergency facilities in general hospitals and other health care facilities, as emergency departments or emergency services appropriate for emergency medical care and general hospitals and other health care facilities as trauma centers or trauma stations appropriate for trauma care, based upon such categorization, after appropriate on-site verification.

3. The department shall continue development and maintenance of statewide and regional quality improvement programs for trauma and disaster care in a manner consistent with the intent and provisions of sections twenty-eight hundred five-j, three thousand two-a and three thousand four-a of this chapter, incorporating quality improvement programs for all components of the trauma system involved in trauma care including, but not limited to fully integrated statewide and regionwide trauma registries, and the ways and means to support them.

4. The department shall develop and periodically revise a comprehensive emergency medical and trauma care plan with the advice of the state emergency medical services council, the state emergency medical advisory committee and the state trauma advisory committee, incorporating injury control programs and ongoing quality assurance measures for all components of the trauma system involved in trauma care.

5. The department shall develop and periodically revise medical and operational guidelines for a fully integrated statewide transport system, with the advice of the state emergency medical services council, the state emergency medical advisory committee and the state trauma advisory committee subject to approval by the commissioner, and shall develop and maintain a statewide system for coordination of interfacility transfers.

6. The department shall develop and periodically revise medical and operational guidelines for a fully integrated statewide medical disaster preparedness response, with the advice of the state emergency medical services council, the state emergency medical advisory committee, and the state trauma advisory committee, subject to approval by the commissioner, and shall develop and maintain a statewide system for coordination of medical disaster preparedness and trauma system planning.

7. The department shall facilitate the coordination and implementation of regional emergency medical system, trauma system, and medical disaster preparedness response plans, with the advice of the regional emergency medical services councils, the regional emergency medical advisory committees, and the regional trauma advisory committees, and shall promote full interoperability of all response and communications systems.
