§ 1168. Construction contracts; designations. The contracts for the construction of eligible projects constructed and financed pursuant to a financing agreement shall be subject to the requirements and provisions of article fifteen-A of the executive law and, for such purposes, any such contract shall be considered a "state contract" and the department shall be the "contracting agency" for each such contract.
