Notice of the adoption of such temporary rule shall be published in ten newspapers throughout the state and such temporary rule shall be filed with the secretary of state. Such temporary rule shall remain in effect until superseded by a safety and health standard promulgated in accordance with the procedure prescribed in article twelve of this chapter or until the first day of June, nineteen hundred seventy-four, whichever occurs first, provided however, that nothing in this section shall prevent any other agency of the state or subdivision thereof from enforcing a public health and safety standard promulgated pursuant to section two hundred twenty-five of the public health law.
