(a) The fee for filing an application for registration of an offering prospectus under subdivision two of section six hundred eighty-three of this article is seven hundred fifty dollars.
(b) The fee for filing an amendment to any registered offering prospectus filed under subdivision two, nine or thirteen of section six hundred eighty-three of this article is one hundred fifty dollars.
(c) The fee for filing a franchise agent's application under subdivision thirteen of section six hundred eighty-three of this article is one hundred fifty dollars. 2. The department may from time to time make, amend, and rescind such rules, forms and regulations as are necessary to carry out the provisions of this article, including rules and forms governing applications and reports, and defining any terms, whether or not used in this article, insofar as the definitions are not inconsistent with the provisions of this article.
