Notwithstanding the provisions of NRS 703.310 and 703.320, the Commission shall establish by regulation expedited procedures for complaints filed by a telecommunication provider against another telecommunication provider for any dispute arising under this chapter, including, without limitation, a dispute arising under the standards set forth in NRS 704.68887, or arising under chapter 703 of NRS. The regulations may include, without limitation, specific procedures for interim relief that may include a preliminary decision by a single Commissioner except as to the imposition of monetary penalties.
