A voluntary purchasing group shall not perform any activity included in the definition of transacting insurance in this state as defined in NRS 679A.130, perform any activity for which it is subject to regulation pursuant to NRS 685B.120 or establish or otherwise engage in the activities of a health maintenance organization as provided in chapter 695C of NRS.
