The board of directors may submit any contract or proposed contract and bond issue to the district court of the county wherein is located the office of the board to determine the validity thereof and the authority of the board to enter into such contract, and the authority for and the validity of the issuance and deposit or transfer of the bonds. The same proceedings shall be had as in the ordinary case of the judicial determination of the validity of bonds and with like effect.
