Whenever the Commission is required to publish any official order or regulation regarding open or closed seasons, bag limits or hours, it shall publish once in each case, in a newspaper of general circulation in the State of Nevada or in the locality to which the order or regulation applies a notice of intention to establish the order or regulation at an open meeting to be held on a date no sooner than 10 days following the publication.
