The board of county commissioners of any county is hereby authorized to enter into agreements with the appropriate federal agency for the use of federal funds to construct, improve or maintain roads, other than state highways. The share of any county in the cost of such cooperative road project shall be paid:
1. For a project that is a part of a Complete Streets Program pursuant to NRS 403.575, from the Complete Streets Fund created pursuant to NRS 403.573; or
2. For any other project, from county road funds; but donations may be accepted in lieu of appropriations from county road funds.
