Section 10. Wherever, in any general or special law, there are used the following words:— (a) division of housing, (b) division of urban renewal, (c) bureau of relocation, (d) bureau of project development services, (e) bureau of construction services, (f) bureau of property management services, (g) bureau of community programs, (h) bureau of financial assistance, (i) state housing board, (j) bureau of planning assistance, (k) commonwealth service corps, (l) bureau of housing for the handicapped, or (m) words having the same connotation, said words shall, unless the context otherwise requires, mean the department of housing and community development established by this chapter. Any reference in any general or special law to the administrative head of any of the agencies enumerated in the foregoing paragraph, or to the commissioner of community affairs, shall, unless the context otherwise requires, mean the director of housing and community development or such officer or employee of the department of housing and community development as the director from time to time may designate.
