81.360 KRS 81.300 to 81.360 to be considered as alternate method of extending city boundaries and consolidating governmental services. The method of extending the boundaries of cities of the first class, and of consolidating governmental services described in KRS 81.300 to 81.360 shall be considered as alternative to any other existing means under the law for accomplishing those purposes, or either of them.
