74.408 Board to determine order in which water, gas or sewage service is to be commenced. The authority of a water district to establish water and gas distribution systems, and sewage treatment and disposal systems, having been recognized and established, it shall be the function of the board of commissioners of the water district to determine when, and in what order, each of these functions shall be commenced, and the operation of one (1) type of system shall not be a prerequisite for the operation of another type of system.
