Sec. 7. "ADM of the previous year" means:
(1) for previous state fiscal years ending before July 1, 2019, the fall count of ADM;
(2) for previous state fiscal years ending after June 30, 2019, the average of the previous year's fall and spring adjusted ADM counts.
