§ 78101. Statement of Purpose
The preservation and protection of the bountiful resources with which this territory has been enriched demands ever-increasing vigil and continuing effort. To meet this responsibility this Legislature has determined that there is a need for an organized group of citizens who are willing to join in a common purpose to conserve Guam's great natural resources

§ 78102. Guam Ecology Corps: Creation
There is hereby created within the territory of Guam, a Guam Ecology Corps which shall be governed by a Guam Ecology Council consisting of five (5) members who shall be appointed by the Governor with the advice and consent of the Legislature. A Chairman shall be selected by a majority of the membership of the Council. Members shall represent the community at large and the Director of the Department of Land Management shall be an ex-officio non-voting member of the Council and shall serve as its secretary

Every member of the Council shall receive compensation at the rate of Fifty Dollars ($50) for each attendance at the meeting of the Council, provided, however, that no members shall receive more than One Hundred Dollars ($100) per month

§ 78103. Recruitment
The Guam Ecology Council shall recruit, on a voluntary basis, residents of Guam who desire to make available their services to the Guam Ecology Corps in carrying out its conservation programs
§ 78104. Powers and Duties
The Council shall establish programs to aid in the maintenance of a natural ecology and preservation of the beauty and natural resources of the territory of Guam. The Guam Ecology Corps shall utilize its members for the purpose of protecting the natural resources of the territory of Guam, which is included, but not limited to forest, grasses, vegetation, soil, air, water, and wildlife
§ 78105. Rules and Regulations
The Council is hereby authorized and empowered to establish rules and regulations for the purpose of implementing this Chapter
§ 78106. Benefits to Corpsmen
Membership in the Guam Ecology Corps shall be voluntary and members shall serve without pay. The only benefit extended to members of the Guam Ecology Corps shall be the right to be covered under the Workmen's Compensation Act
§ 78107. Student Ecology Program
(a) Notwithstanding § 78106, the Council may employ up to six hundred (600) students in grades nine through twelve for a ten week summer period at the minimum wage rate in order to further implement the purposes and goals of this Law. In addition, a cadre of up to sixty (60) students from the University of Guam may be employed to supervise and assist these high school students in the day to day activities of the Corps and COL120106 2 21 GCA REAL PROPERTY CH. 78 MISCELLANEOUS AGENCIES shall be compensated at a rate equal to fifty (50) cents more per hour than the minimum wage rate
(b) The Council, in implementing the program set forth in Subsection (a), shall insure that: (1) that students and the supervisors are provided hot lunches each day while they are employed
(2) the students and the supervisors are provided transportation to and from the work area and are compensated for travel time
§ 78108. Guam Ecology Corps Cooperation
The Guam Ecology Corps shall cooperate with all sector of the government of Guam in implementing its policies and carrying out the objectives of this Chapter. All departments, agencies, commissions, boards and authorities within the government of Guam, shall, whenever possible or feasible, cooperate with the Guam Ecology Corps in its efforts to protect and preserve the natural beauty and resources of the territory of Guam

§ 78201. Commission Membership
COL120106 3 21 GCA REAL PROPERTY CH. 78 MISCELLANEOUS AGENCIES The Grand Prix Racing Commission shall consist of seven (7) members, all residents of Guam who shall be appointed by the Governor with the advice and consent of the Legislature, from the following groups: Two (2) members representing motorcycle clubs; two (2) members from automobile clubs; one (1) member from the Parks and Recreation Department; and two (2) members from among the general public of Guam. There may be additional advisors who shall be without vote. Advisory members shall be appointed and served at the pleasure of the Commission
§ 78202. Same: Chairman
The chairman shall be elected by a majority vote of the members of the Commission
§ 78203. Same: Meetings
Meetings of the Commission shall be open and held at a regular time and place each month. Special meetings may be called by the chairman and, at his discretion, shall be opened or closed. § 78204. Same: Tenure
The members of the Commission shall serve for three (3) years; provided, that of the members first appointed, two (2) shall serve for one (1) year and two (2) shall serve for two (2) years
§ 78205. Same: Acts
The concurrence of four (4) members of the Commission shall be necessary to the validity of any of its acts
§ 78206. Same: Compensation
Members of the Commission shall serve without pay but shall be reimbursed for reasonable and necessary expenses incurred in the performance of their duties as certified by the Treasurer of Guam
§ 78207. Same: Rules and Regulations
The Commission shall adopt reasonable rules and regulations, not inconsistent with the laws of the United States and this Territory (a) for its own government and (b) for the purpose of carrying out all other duties, powers and responsibilities herein conferred

All rules and regulations adopted by the Commission pursuant to this Title shall be published and distributed

The purpose of the Grand Prix Racing Commission is to bring about Grand Prix road racing within the territory of Guam. In pursuance of this purpose, the Commission shall conduct such studies as are necessary in order to formulate a plan which would result in Grand Prix Racing. In accordance with such plan, the Commission shall request necessary appropriations and legislation to implement such plan
