§ 45101. Annual Legislative Scholastic Prizes

There are hereby established annual legislative scholastic prizes for students at any public or private college in Guam. The student with the highest grade average in each class of the college is entitled annually to a prize selected by the Prize Committee and the student with the second highest grade average in each class is entitled annually to a second prize selected by the Prize Committee. Recipients of such prizes shall have attended the college for the full academic year in which their grade average is highest or second highest as the case may be, and shall have been full time students thereat. In the event two (2) or more students have identical high grade averages, the Prize Committee established in § 45103 shall choose the winner on the basis of aptitude, interest, health, personality and ambition. There are hereby established annual legislative scholastic prizes for students at the several public and private high schools in Guam, now or hereafter established. Each student in each of the senior, junior, sophomore and freshman classes of such high schools in the Territory who achieves the highest grade average for the academic year is entitled annually to a prize selected by the Prize Committee and each student in each of the senior, junior, sophomore and freshman classes of such schools who achieves the second highest grade average is entitled annually to a prize selected by the Prize Committee. Recipients of such prizes shall have attended the high schools for the full academic year in which their grade average is highest or second highest as the case may be, and shall have been full time students thereat. There is hereby established the Prize Committee on the annual legislative scholastic prizes as established in this Chapter. Such committee shall consist of five (5) members. The Chairman of the Committee on Education of the Legislature or his delegate shall serve as chairman, the four (4) others to be appointed by the Speaker of the Legislature. The Prize Committee shall annually convene upon call of the chairman to determine the prizes and recipients thereof. The President of the University of Guam, the Director of Education, and the Superintendent of Catholic Schools shall serve ex officio as nonvoting members of the Committee and shall provide the Committee with assistance in the implementation of this Chapter. The Prize Committee shall inform the Legislature of the prize winners, and, working in conjunction with the Legislature, shall annually hold an appropriate ceremony for the award of such prizes. Such ceremony shall include appropriate honors for the occasion and at said ceremony each prize winner shall receive, in addition to the prize awarded, a suitable prize certificate, in a form approved by the Committee and signed by the Speaker. There are hereby established annual legislative prizes, one for that Parent-Teacher Association of any of the public schools of Guam, and one for the Parent-Teacher Association of any of the private schools of Guam, which in the judgment of the Legislature, have done the most for their respective schools, for the pupils attending such schools, and for the community during the preceding year. The Speaker of the Legislature shall appoint a special committee of five (5) persons to recommend to the Legislature the annual prize winners. SOURCE: '11904 GC, as added by P.L. 12-6

§ 45106. Parent-Teacher Association Prizes Ceremony

COL120106 2 17 GCA EDUCATION CH. 45 ANNUAL LEGISLATIVE SCHOLASTIC PRIZES The Legislature shall annually set the date during the month of May to hold an appropriate ceremony for the award of the annual PTA prizes at the Guam Congress Building. Such ceremony shall include the presentation of bronze plaques for installation at the schools served by the PTAs receiving the prizes and, in addition, suitable prize certificates, signed by the Speaker and attested to by the Legislative Secretary, shall be presented to the officers of the winning PTAs.
