(a) The Department of Consumer Protection shall, in consultation with the Connecticut Pharmacists Association and the Connecticut Police Chiefs Association, develop and implement a program for the collection and disposal of unwanted pharmaceuticals. Such program shall provide for (1) a secure locked box that is accessible to the public on a twenty-four-hour daily basis for the anonymous drop-off of unwanted pharmaceuticals at each municipal police station, and (2) the transport of such pharmaceuticals to an appropriate facility for witnessed incineration.

(b) The Department of Consumer Protection shall, within available appropriations, organize a public awareness campaign to educate the public concerning the dangers of unsafe disposal of pharmaceuticals and of the availability of the pharmaceutical collection and disposal program at municipal police stations.

(c) The Commissioner of Consumer Protection may adopt regulations, in accordance with the provisions of chapter 54, to implement the provisions of this section.
