(a) For the fiscal years ending June 30, 2011, to June 30, 2019, inclusive, the budget for the Technical Education and Career System shall (1) be a separate budgeted agency from the Department of Education, and (2) include a separate (A) educational account for educational and school-based accounts and expenditures, and (B) noneducational account.
(b) Notwithstanding any provision of the general statutes, for the fiscal year ending June 30, 2018, and each fiscal year thereafter, the Governor, when considering reductions in allotment requisitions or allotments in force, shall give priority to the educational needs of the system and instructional staffing needs, as identified in the statement of staffing needs submitted by the superintendent of the Technical Education and Career System pursuant to section 10-99g, and every effort shall be made to avoid impairment of the system’s educational mission and interruption to instructional time during such consideration.

History: P.A. 10-76 effective July 1, 2010; P.A. 12-116 replaced “regional vocational-technical school system” with “technical high school system”, effective July 1, 2012; P.A. 17-237 designated existing provisions re budget as Subsec. (a) and amended same by replacing “and each fiscal year thereafter” with “to June 30, 2019, inclusive,” replacing “technical high school system” with “Technical Education and Career System”, designating existing provision re separate budgeted agency as Subdiv. (1), adding Subdiv. (2) re separate educational account and noneducational account, and making a conforming change, added Subsec. (b) re Governor to give priority to educational needs of system and instructional staffing needs when considering reductions in allotment requisitions or allotments in force, effective July 1, 2017; P.A. 17-237 amended Subsec. (a) by replacing “years ending June 30, 2011, to June 30, 2019, inclusive” with “year ending June 30, 2020, and each fiscal year thereafter”, and deleting “from the Department of Education” in Subdiv. (1), effective July 1, 2019.
