(1) Funds for the:
(A) Construction Assistance Revolving Loan Fund established by § 15-5-901;
(B) Safe Drinking Water Fund established by § 15-22-1102;
(C) Arkansas Water Development Fund established by § 15-22-507;
(D) Water, Sewer, and Solid Waste Systems Revolving Fund established by § 19-5-310; and
(E) Arkansas Water Resources Cost Share Revolving Fund established by § 15-22-808; and
(2) Financing all or a portion of the costs of:
(A) Water systems;
(B) Wastewater systems;
(C) Solid and hazardous waste facilities;
(D) Recycling facilities;
(E) Nonpoint source pollution management programs;
(F) Wetland conservation and management plans;
(G) Irrigation systems;
(H) Flood control and drainage systems;
(I) Water conservation projects and facilities;
(J) Navigation systems, including port facilities;
(K) Land and water reclamation projects; and
(L) Other environmental or water development projects.
