(a)
(1) In addition to any and all other appropriations made for the State Board of Health, there may be made an appropriation which shall be known as the County Organization of State Aid Fund, which shall be expended exclusively for this purpose.
(2) The fund shall be available to any county whenever the county shall make an appropriation of an adequate sum of money, to be approved by the Director of the Department of Health, necessary to do effective work.
(3) All counties which shall be found organized for this work on July 1 of each year shall receive priority in the allocation of funds.
(b)
(1) Before any county shall receive state aid under the provisions of this section, a cooperative budget shall be prepared by the county judge, the Director of the Department of Health, and any other agency which may be contributing and shall be signed by each.
(2) The Director of the Department of Health shall draw vouchers against the State Aid Fund, as provided in the cooperative budget, in the usual manner.
