The Committee shall have the following powers:
To receive and evaluate, or on its own initiative, develop and budget for plans or projects to promote the use of beef and beef products as well as projects for research, consumer information and industry information and to make recommendations to the Secretary regarding such proposals;
To select committees and subcommittees of Committee members, and to adopt such rules for the conduct of its business as it may deem advisable;
To establish committees of persons other than Committee members to advise the Committee and pay the necessary and reasonable expenses and fees of the members of such committees.
