The term of office of Board members shall be three years.
Except in the case of mid-term vacancies, the term of office shall begin on January 1, or such other date as may be recommended by the Board and approved by the Secretary.
Board members shall serve during the term of office for which they are selected and have qualified, and until their successors are selected and have qualified.
No person shall serve more than two successive terms of office.
